Santosh Medical College has no management quota that you can apply to, because it is a deemed-to-be university and every MBBS seat — including the higher-fee institutional seats people call “management” seats — is allotted centrally by MCC at mcc.nic.in. The fee for an institutional seat is the notified fee: ₹24,00,000 per year, ₹1,08,00,000 for the course. Any offer to arrange a management-quota seat for a payment outside the MCC process is a capitation-fee demand, which is prohibited by law, and no such payment can produce a valid admission.

Where the phrase comes from
“Management quota” is real — in private, non-deemed colleges. In that setting a state’s admission rules historically left a share of seats to be filled by the institution at a higher notified fee, through the state’s counselling process. The phrase entered common use, and it stuck to medical admission generally.
It does not apply to deemed universities. Under the current counselling scheme:
- Deemed universities have no institutional discretion over allotment.
- All seats — general/institutional, NRI, and any reserved categories — fill through MCC’s deemed/central universities counselling.
- The college receives an allotment list. It does not choose from it.
So at Santosh, the closest thing to what people mean by “management seat” is simply the institutional seat at the notified fee. It is not a back door. It is the front door, at the published price, allotted by rank.

Why the “management quota” offer is illegal, specifically
A payment made to secure a medical seat outside the notified fee and outside the counselling process is a capitation fee. It is prohibited by:
- the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, which bar institutions from demanding it,
- state anti-capitation statutes in most states, which make both demanding and, in several states, paying it an offence,
- the Supreme Court’s line of judgments from Unni Krishnan onward holding capitation fees unconstitutional.
The practical consequence matters more than the citation. A capitation payment produces no enforceable right to a seat. You cannot sue to get the seat, and you generally cannot sue to get the money back, because you were party to the transaction. Every year, families lose seven-figure sums this way and have no remedy.
How the fraud typically runs
The pattern is consistent enough to be listed:
- The guarantee. “Seat confirmed at Santosh, management quota.” No legitimate party can guarantee an MCC allotment, because no legitimate party controls it.
- Urgency. “Only two seats left, decide today.” MCC publishes seat matrices and results publicly, on a schedule. There is no private inventory.
- A payment outside the college’s own accounts — to a consultancy, an individual, or in cash. Genuine college fees are paid to the university by NEFT/RTGS/IMPS against a receipt.
- A fee quoted above the notified fee, with the excess described as a donation, development fee, building fund or “management charges.”
- Discouraging you from checking mcc.nic.in. Everything about a real allotment is verifiable there.
If you are being told any two of those things, you are being defrauded.
What legitimate help looks like
There are honest consultants in this space. What they sell is guidance, and it is worth something:
- Reading the MCC bulletin and seat matrix correctly.
- Building a choice list that matches your rank to realistic colleges in the right preference order.
- Getting your documentation right before reporting so verification does not fail.
- Telling you when the honest answer is that no affordable seat is within reach this year.
What they cannot sell, and will not claim to, is the seat itself. The test is simple: ask whether the payment is for advice or for a seat. If the answer is a seat, leave.
